Conclusion

Emerging empirical evidence (e.g. O’Brien and Tranter, 2010; Rivera and Santos, 2016) shows that promoting the active and effective inclusion of children in planning decisions shows commitment to seeing children as active agents, social actors and to recognizing them as rights-holders in society. The institutionalization of exclusionary practices and attitudes that are underpinned by gerontocracy, ageism, patriarchy and patrimonial domination, authority, power and control has no place in contemporary democratic, developmental and social justice agendas. Good governance and human rights are mutually reinforcing, with human rights informing the principles of good governance and good governance promoting human rights for all. Major characteristics include: being participatory, consensus-oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive, and following the rule of law (Sheng, 2007). If there is a genuine desire to put children first and act in their best interests, then children will be part of the policy and decision-making processes in all matters concerning their lives. In the transport sector there is a non-recognition and misrecognition of the impact that transport and mobility have on children’s everyday activities and lives. The macro-level economic agenda overshadows the value of micro-level understandings of specific user, stakeholder and target groups. This suggests that we must challenge the generalizations, explanations and taken-for-granted assumptions about the broader child mobility and transport issues, if we are to improve the future, quality of life and wellbeing of children. This means that there must be political and social will in all spheres of society, not only to promote and encourage children’s participation in consultative processes, but to ensure children exercise these rights.
